They certainly can. Any interested party can send their comments to the
Internal Market DG of the Commission, by 15 December 2000. The address for
such comments is given within the document itself (page 3 of the English
version).
As the document states, there will be a meeting of the Member States in
December. With this in mind, interested parties in the UK may (if they wish)
copy the Patent Office in on any comments sent to the Commission. The
