The Swiss Intellectual Property Office has a report on the first day of
the Diplomatic Conference

in German only.

Here is an extract of the conference chairman Roland Grossenbacher's
remarks on the software issue at a press conference today.

Dies

<<
Removing the program exclusion from 52.2c wouldn't change the current
legal situation.  But there is a widespread fear that removing the
computer program exception could give a wrong signal in the direction of
the US practise of patenting mere business methods.
>>

In another speech, Grossenbacher said today that the purpose of removing
the computer program exception from 52.2c would be to make the the status
quo unchangeable (festschreiben).  This is somewhat different from not
changing it.

<<
Some sensitive points, such as the community patent were excluded from the
revision, because the discussion within the EU isn't finished yet.
>>

Evidently opponents of the 52.2c removal will argue that that EU
discussion isn't finished either.

Interestingly Grossenbacher listed a few major items of dissent, about
which major discussions are to take place.  Two prominent ones are Art 52
and Art 33.  It would thus be quite logical to allow a simple majority
decision for these few items and unpiggyback them from the rest.
