Subject: [Patents] WIPO drive for unlimited patentability and limited patent quality

you find a communique of WIPO on the new round of negotiations that are to
set fixed limits on what may be demanded from patentees in return for
obtaining a patent. Moreover this treaty is to contain a variant of what
has already been written into Art 27 of TRIPS: the stipulation that
patents must be granted for anything new, non-obvious and useful.
The draft does not even include the word "technology" anymore, apparently
in an attempt to eliminate all discussions about the concept of
technical character, which is related to the concept of invention
at least in some countries (not in UK or US but mainly in continental
Europea and JP).
