Th EC is deadlocked between the various directorates. They wait for
signs from coutries. And the evolution is not that good, because the
pro-swpat are a lot more experienced than we are in dirty politicking.

Several remarks ... this is not a true academy with official status,
even though it was vreated in the presence of the research minister.
Legally, it is just an association like AFUL.

They did not undertake this on their own initiative, but were asked
for advice by the Prime Minister, though all this was managed rather
covertly by advisors who do not seem to be playing fair, but actually
seems to to side (for reasons to be elucidated) with the pro-swpat
lobby.

The members of the Academy of Technologies are incompetent and
biased (at least those who were in charge of writing the advice). The
whole thing was manipulated from the prime minister cabinet by one
person working for the pro-swpat lobby. And the academy is largely
manned by people from large corporations.
