Subject: [Patents] Is it worth improving PTO quality?

Another interesting paper by Mark Lemley:

http://papers.ssrn.com/sol3/papers.cfm?abstract_id=261400

He examines arguments for spending resources improving PTO quality in the
US. He concludes that they are probably not worth it. I am not sure I agree
with all his arguments, but the implication seems to be that this is not an
effective way to solve the current patent problems.
