I get it now!

A guitar chord turns a general-purpose guitar into a machine for
playing one combination of notes. All guitar chords achieve a
technical effect and should be patentable -- even though a new chord
can be independently discovered by many people noodling around on
guitars with a small investment of money and time, chord patents
can prevent future musicians from writing new songs, and the whole
idea will set guitar playing back a hundred years. It's a simple
matter of logic. Don't you European Communists understand logic?
