WIPO is asking for submissions on the general direction to be taken by the
world patent system:

The submission deadline is 2002-02-15.

There is already a paper on SPLT

and most of what is written in the

        eurolinux position on the community patent
        http://www.eurolinux.org/news/cpat01B/

could be directly applied.
