France is officially opposing the directive proposal.

see
http://www.industrie.gouv.fr/cgi-bin/industrie/sommaire/comm/comm.cgi?COM_ID=1562&_Action=200

this press release, in French, contains references to letters sents by
the French minister in charge to the 2 commissioners involved.

Now we have to get a similar result in some other countries...
 ...  with official government statements.

It can be  blocked at the minister level.
