The Spanish Patent and Trademark Office

        Oficina de Patentes y Marquas
        http://www.oepm.es/

conducts a seminar which cautiously touches on the swpat question and
links it to the spanish EU presidency.

See

  http://www.oepm.es/internet/sem6mayo/esp/index.htm ;(spanish)
  http://www.oepm.es/internet/sem6mayo/ing/index.htm ;(english)

The invitation text insinuates an a priori "growing necessity" of
"protecting" innovation and tries to channel any controversy into a
question of how "protection" may be balanced by adequate "diffusion" (i.e.
improvement of accessibility of patent literature).

In spite of this typical patent orifice setup, the seminar may not be as
extremely biased as the UKPO seminar in Brussels in June 19

        http://swpat.ffii.org/conferences/ukpo-2002/

and does seem to leave some room for participation by people who do not
fit into the pre-conceived channels and roles.
