Indeed, but since they are law experts, they use law as a shelter from
criticism and hope they can get away with flawed arguments in there.
Moreover they try their best to focus the discussion on law.  Even if they
lose badly on that issue, they may not lose as badly as on others, because
the audience will find the discussion difficult to follow and may decide
to believe the lawyer even if they don't understand what he says.

The CEC/BSA directive proposal also makes things deliberately esoteric, so
that they can only be handled by EPO officials, based on many hidden
assumptions and proprietary office habits, and are no longer accessible to
general reasoning.

Introversion is a typical behavior of inflated organisations on their path
of decay, see also the writings (mostly in Japanese) of Sakaiya Tai'ichi
on organisations.
