Rogan doesn't even seem to care whether it's nationally good or not.
Even if the US gov't stumbles into adopting the PTO's policy as its own,
that may not be a result of any deliberation of national interest. As we
heard Mr. Hughes explain in Paris: the EU is promoting its database
directive all over the world in a similar way, and again "self-replication
of political organisms" and vanity are perhaps more important causes than
a European interest.
