Comment on W3C Royalty-Free Patent Policy

Adam Warner comments on the Draft W3C Royalty-Free Standards
policy that came out in February.  Adam sounded the alarm
last year about the W3C's imminent move to allowing patented
web protocols.  He notes a few places which refer to RAND
terms.  I am forwarding your message to some interested
parties, and bcc-ing a few more.

Adam:  Are they considering renaming the term RAND since it
is really *UN*reasonable?  :-)

helpful in keeping abreast of current technology issues. 

I've finally written a comment on the latest working draft
of the W3C's Royalty-Free Patent Policy. The comment is

Be aware that even though the RAND track was eliminated
there is provision in the working draft for a recommendation
to proceed upon RAND terms.

It was also disclosed on 11 June 2002 that the PPWG intends
to rename its "licensing options" because "the commonly
understood meanings of RAND and RF are not what is
described, and hence introduce confusion."
