>This doesn't help [changing maintenance fees] where the patents actually
>hurt.  E.g. it wouldn't incite Unisys to give up its LZW/GIF patents.

Obviously, you haven't spent much time learning how Unisys is asserting
its patent and its licensing scheme.  They don't go after individuals,
charge a licensing fee few serious businesses have complained about,
etc., etc.  Besides, why haven't you shown your killer prior art that
invalidates the Unisys patent?

And changing maintenance fees is not supposed to eliminate all forms of
"hurt" in the patent world.  There is supposed to be some "hurt" in the
patent world, otherwise there is not point to patents (which is your
secret goal I suspect).  Changing maintenance fees just helps reduces
some of the excesses (as would improving the quality of issued patents).

You have to give up your addiction to ancedotal economic data about
patents.
