Their idea is: the EU will become a member of the EPO's administrative
council, and, because of its legislative power and the loyalty duties of
the member states, the single most influential member.
The EU cannot be blamed for the EPO's unaccountability, because the EPO
was not founded by the EU. However it can be blamed for this directive
proposal, which takes the practise of an unaccountable organisation as its
sole legitimation basis.
