> ESC is a consultation body of the EU, composed mainly of people from
> various elites, especially scientists.  They are regularly asked to
> give opinions about legislative proposals, and they have voting
> procedures.

To avoid confusion I must add: they have (internal) voting procedures for
deciding on their recommendations, not for deciding on legislative matters
of the EU.  But of course their recommendations must be mentioned and, if
not followed, counter-argued, in decisions by those organs that do have
legislative power in the co-decision procedure, such as CEC, CEU and
EuroParl.  Their position has a similar weight as that of the Council of
Regions, which went against swpat and was mentioned by the CEC/BSA
proposal.
