I will support  the idea only if the current  fighting is lost against
software patents. ;-) 

How do you plan to implement the  pool ? A RF licensing scheme for the
Free Software  community ? A  RAND licensing scheme for  a proprietary
software usage  for financing the  RF pool ?  A RF licensing  pool for
everyone ? 

The  technical   (in  legal  term)  implementation   could  be  really
difficult. 

We have made some test around  RF licensing with no success at all for
the Free  Software. It's really  difficult to gain a  non-revocable RF
licensing from patent owners. (http://www.ael.be/node.php?id=52)

We could dig in the idea but only if the current battle is lost...
