  Have others read past the legalese to actually determine if this relates
to frames at all?  My quick skimming suggests that it would apply to a
site using includes and tables as well, and not just frames.

  I sent a note about this out to some of the Canadian policy-wonk types,
using a bit of a sensational headline:

"Federal Identity Program violates patents?"
http://www.canopener.ca/pipermail/discuss/2003-January/000861.html

Note:  It is the case currently that US patents are not automatically
honored in Canada, but Canada's Intellectual Property Policy Directorate
appears to be supporters of WIPO's patent agenda to unify the patent
systems across many countries http://patentagenda.wipo.int/ .  I have ;
specifically opposed this policy suggestion in a number of submissions to
the Canadian government, but I'm not sure if the right people are
listening yet.

  There is also generally a chill about breaking US law even when your own
country does not recognize the same inappropriate laws.  While those
attacking Sklyarov and Jon Johansen lost their cases, many world citizens
still do not want to risk the huge financial and other risks involved in
risking court cases.
