Obviously you know nothing about electronics (and probably the rest as
well). In Silicon Valley, there are lots of SMEs designing electronic
circuits which they license to other companies to manufacture. It is
a large business, and all that it is required to be in this business is
come good ideas and reasonably priced circuit design tools. Such
companies designing electronic circuits then sell or license the VHDL
or Verilog or SystemC codes, but like software people. And they
protect their designs with patents.
Other fields such as biotech and pharma have similar pathways for SMEs
to do R&D and build a business. And with a good idea, you can raise
the funding where the costs might be higher than for other fields.
You have a very naive, inexperienced view of how businesses start and
thrive.
