I've been told the opposite is also common (ignorin opinions of other 
committees)
so I have no clue about the fate of ITRE and CULT opinion. But I know that 
the rapporteur didn't follow them in her draft, and that some amendments
reintroduce some of the ideas in those committees.

I hope so, but I have no way to know. It possibly depends on how many
software users, enterpreneurs and professionals contact meps in JURI
and how convincing they are.

Better than the commision proposal, surely. But there are holes left. 
If you mean the final opinion of the ITRE committee, remeber that 
it left "technical" undefined.
