I only have a vague idea, maybe false:
In a table below, there is this enty:
| Agents in procedure - European Commission and Council of the Union
| European Commission DG: DG Internal market
So I guessed that DG is one abbrev and I and II are only appened abbrevs
I also assumed DGI could mean DG Internal market(again pure guess )
The question what means DG remains.
It means: "Directorate General", which are is an administrative units
for the European Commission, there are 27 of them(and 20 Commissioners
in the European Commission) so most of them have a single Commissioner,
it looks like.
Here is how to get there:
The Europeon Union Online:
http://www.europa.eu.int
-> Select Language
-> Select "Information sources" -> "How to find information on EUROPA"
-> Select "Institutions" in the Menu on the left, and you are here:
Institutions of the European Union:
http://www.europa.eu.int/inst-en.htm
-> European Commission:
-> Seat, composition, role and organisation of work:
http://www.europa.eu.int/institutions/comm/index_en.htm
Organisation of work
The "Commission", as a political body, is a college made up of 20 members.
It is assisted by an administration comprising general services
(Secretariat-General, Legal Service, Eurostat, etc.) and the
Directorates-General (DGs), each of which is headed by a Director-General
answerable to the relevant Commissioner.
Here at the very End:
The Directorates-General and Services:

Or:
start as above until:
-> Select "Information sources" -> "How to find information on EUROPA"
Then go down to Maps and select:

Welcome to IDEA
The Electronic Directory of the European Institutions
Hierarchical search
http://europa.eu.int/idea/bin/dispinst.pl?lang=en
-> European Commission
and voila, you have an sort-of 'LDAP' of the whole EU,
incuding all DG's of the European Commission in this
case...
DGII appears to be: (From a .pdf file):
Directorate General II
Economic and Financial Affairs
Monetary matters
Web:
http://www.europa.eu.int/comm/dgs/economy_finance/index_en.htm
I have no 100% evidence wht DGI but it can only be one(IMHO):
DIRECTORATE GENERAL I
Internal Market
-> Is responsible for Intellectual Property:
http://www.europa.eu.int/comm/internal_market/en/intprop/index.htm
-> And it's Commissitioner is the Mr. Frits Bolkestein, he was mentioned
by Mercedes Echerer in the Audio Recording from May 7th (Greens):
http://www.europa.eu.int/comm/commissioners/bolkestein/index_en.htm
BTW, one page says:
All MEPs and staff in Parliament have an e-mail address of the following form:
<first name initial><last name>@europarl.eu.int
