> The recommendation was made by the Advisory Council on Intellectual
> Property (ACIP). The Council, an independent body appointed by the
> government, released its report into patenting business methods last
> week.

It would be interesting to have a pointer to ACIP and the original of the
report.

Judging from the news article, the report reminds me strongly of that
on software patents ordered by CEC in 2000 from the "Intellectual
Property Institute" in London

        http://swpat.ffii.org/papers/indprop-ipi00/

In short: a deep belief that socialism will be victorious if only given
enough time, combined with unfulfillable requirements to anyone who wants
to falsify this claim.  No evidence anyone might supply may ever be deemed
rigid enough.  The main argumentation of course relies on words such as
"this new technology", which preclude the results of the discussion before
the questions are even asked.
