Are you saying that the brain is not purely material/physical ??

Sorry but information is much more than the carrier. Information often
depends on the context and the form it is presented. So, while it is
true that you need a carrier to carry information, you can not conclude
that all the information carried reside in the carrier.

The carrier is just the external aspect of the information. But, the
internal aspect is what matter most of the time.

The problem is that meaning is subjective, not objective, so the meaning
can change based on your conventions. And conventions can change too.
Fixing in stone the meaning of something is rather difficult and need
lot of explanation. That's why pretending to make laws with simple short
phrases without clear and rich premises is just making fun of citizens.
