I have been using that term to refer to the people on the Council's
Working Party for Intellectual Crookery (Patents). They will always take
another injection as soon as their minister (or in Hungary's case, prime
minster) fails to keep an eye on them for just one minute. And they will
take an injection even when they are closely observed. They are so hooked
on the stuff that they don't mind flying in the face even of explicit
instructions by their governments.
